  1. ​Management of Supply Chain Logistics Engineering, Aerospace, Aviation, Avionics, Civil, Electronics, Petrochemical and Ocean Marine Naval Systems Engineering:
Operations Management
  • Directed facilities engineering, electrical, mechanical, civil/structural, geotechnical engineering and industrial hygiene. Managed 150+ engineers, military, contractors and support personnel, oversaw contract negotiations, including execution for runways, dining, medical, warehouse, aircraft maintenance and process facilities.
  • Gained subject matter expertise in Federal Aviation Administration maintenance technology, power plants, airframes and avionics-joint maintenance, material and management. Oversaw acquisition, data processing and logistics engineering for Navy stations/ports, Navy and Marine Corps aircraft and vessels, including USS Bainbridge (CGN-25) (nuclear ship), USS Gato (SSN-615) (submarine), USS Okinawa (LPH-3) (helicopter and V/STOL carrier) as an active duty midshipmen.
  • Implemented knowledge gained via formal coursework at U.S. Naval Academy, including Subsistence Systems, Instrument Control, Equipment, Irradiation and Hazardous Containment, OSHA, Electrical Communications, Computer Systems Engineering, Mechanical Engineering, Oceanography, Marine Nuclear Engineering, and Navy Architecture.
  • Prior enlisted service in Aircraft Maintenance and Technology occupational field.
Administration / Planning Management
  • Managed a $3.4 million government contracting & defense purchase budget for operations and support services. Planned, administered and developed budgets by assessing inventory value reports on material.
  • Assessed long range plans and budget preparations for reactor plant research and development, ship construction, spare components, refueling cores, ship alterations, component refurbishment, engineering support and training.
  • Prepared, negotiated and administered contracts with private and naval shipyards for new construction, overhaul and engineering support for nuclear powered ships.
Materiel, Logistics, and Contracting Management
  • Ensured that logistics capabilities were incorporated into organization-wide systems acquisition. Designed, tested and evaluated functional and logistical support systems for production, provisioning and resupply. Analyzed and corrected systems and associated supply management problems. Oversaw life cycle support for weapon systems.
  • Ensured that needed material is available in sufficient quantities by supervising the stock accounting system and initiating actions to procure, distribute and dispose of materials.
  • Monitored contractor performance and completion of major contracts. Interpreted and implemented laws, policies and regulations governing the operation of the acquisition contracting system throughout the Department of Defense.
Petroleum Management
  • Determined and analyzed petroleum consumption requirements. Provided technical direction and guidance for Navy fuel and refueling operations.
  • Managed logistics planning, joint petroleum matters, and stocking of prepositioned war reserve requirements. Directed quality assurance, inventory control, storage and distribution of petroleum products.
Computer Systems Management
  • Provided advice on computer applications, capabilities and limitations. Managed the planning, programming, operation and maintenance of ADP installations. Directed programmers and analysts in preparing computer programs. Supervised the operation of data processing equipment.
  • Managed the development of standard automated information systems at Navy central design activities. Conducted theoretical, statistical and computer simulation analyses of complete systems.

Can instruct on the vast knowledge and real-world experience in mechanical testing; corrosion engineering; materials design; selection and development of the mechanical, chemical, structural, thermal, electrical, photonic-optical and magnetic properties and behavior of metals, composites, polymer, semiconductor electronics and ceramic materials.
